With measurement. Without a real baseline there is no way to know whether an intervention saved anything, or how much. The first step is to instrument the substation and the heaviest feeders, let the measurement run, and only then prioritise where to act.
It is our own IIoT microservices platform. It collects field measurement and presents it as management indicators, so consumption can be tracked by area, line or shift instead of showing up once a month on the utility bill.
It is worth it when the penalty exists and the installation allows for it. Before proposing a bank we measure: if significant harmonics are present, an incorrectly sized bank can resonate and make things worse. That is why sizing comes from measurement, not from an estimate.
